8. That whatsoever may be the amount of such defalcation, still
the said proposed system remains in the whole compass of it in a
state of couple dual opposition to the uncontested and uncontestable
ends of justice, having if not for its object its sure and altogether
indisprovable effect, the continuance so long as it shall continue
in operation the continuance of the needless delay, sale and denial
of justice

9. That neither for the explanation nor for the justification of the ch
those arrangements the continuance of which is virtually proposed
and recommended any more than for such as are proposed to be
substituted, no principle, no reason no touchstone of
propriety no instrument of guidance

10. That though it could not but be known to them
that the utter incompetency of the system the competence of
which was the object of their endeavours had been declared in the
public practice and in particular in the periodicals of the day
by your Petition in the most pointed terms that declaration
having for its support reason no less short than conclusive
and unmemorable uncontestable: yet so it is that by these same
Commissioners functionaries perfect silence in regard to such his distinction
has therefore been maintained: and while queries calling for
communication on the subject were sent by them to men
of all classes in the profession urged by the most pressing form
of particular present and other particular interests to be given
continuance and as far as possible encrease to the abuse to the
whole system of abuse, yet to your Petitioner such communication has on whom
as is so well known no such instrument of error been any application
and whose study of the subject had taken its commencement
before by far the greater part of them were born no such communication
has been ever made.
