by the ad valorem duty paid to the Government;
so that its actual price is thus enhanced fourfold
to the retail debtor & the public.
Tea untaxed could be sold here for about
one-fourth part of the money which it actually
costs! The tea consumed in Britain
is about 28,000,000 of pounds, which implies
an average consumption of two pounds for
each inhabitant. Let us suppose that
a married labourer with 3 children uses 8
pounds of tea in the year, which, if
bought in pounds, would cost 4s 6d per
pound, or 36s in all! It follows that the
Company & the Government tax the labourer
to the extent of 27s per annum, by means
of this article alone. The tea duty yields
3,400,000£ per annum, & of this sum
it may be safely inferred that two-thirds are
paid by our artisans & labourers. Some
have recommended the repeal of the Assessed
Taxes, but this would not afford the slightest
relief to those who have most need of it.
A reduction of the Tea & Sugar duties,
by lessening the expense of living both
to poor & rich, would benefit all ranks.
