Indirect Legislation
Plan
To proceed then to those the expedients which
[being levelled against delinquency] belong to the head of indirect legislation: that is to these are
all other expedients whatsoever which can contribute
to the [production of the] proposed effect. The several
heads under which these expedients may be collected
will furnish matter for so many ensuing
chapters. But a few general observations
more may
perhaps be necessary,

before the nature import and connection intersecting import of these several
heads can be clearly understood.
When the will the knowledge and power
necessary to the production of any effect within the
compass of human agency concurr, that effect is
of course produced: when any one of these requisites
fails, the effect is not produced. Inclination,
knowledge, power: these then are the three points to
one or other of which every expedient which can be
made use of in the way view of influencing a man's
conduct must apply itself. In these three words then
we have at once an abstract [the sum and substance] of the scope and
limits of every thing that can be done in the way of
legislation, direct and indirect put together.
