In considering the expedients that might be
employ'd for combating the pernicious effects of the
several species of delinquency, that is of the several
offenses : there were in point of matter two courses to pursue: the one was
to make the consideration of the expedient take the
lead: introducing the mention of particular offenses
no otherwise than in as far as such or such an
offense was of a nature to be provided against
by such or such an expedient The other was
to give the lead precedence to the consideration of the offence
