In considering stating the expedients that might be employ'd
for combating the pernicious influences effects of the
several species of delinquency, that is of the several
sorts of offences, there were in point of method two courses that presented themselves to pursue: the
one was to make the consideration of the expedient
take the lead: introducing the mention of particular
offenses no otherwise than in as far as such or such
an offence was of a nature to be provided against by
such or such an expedient. The other was to give the
lead precedence to the consideration of the offence. For In different purposes ways Each of
these methods may have its use: sometimes it is of
the strength of the enemy that a commander wishes
to take a view: sometimes of his own resource. But
that the order in which the consideration of the expedient
is put foremost required to come first: [because the
nature & efficacy of expedientof the expedients must first be known before
