The three first heads titles exhibit the several heads
of policy of legislation under the three most general points of view
The article of inclination was made to be stand at
the head of a section only for the sake of regularity:
because separate sections are allotted to
the two other general articles of power and knowledge.
but it has scarcely any [separate] matter contained
under it: because the in effect the contents of the suceeding sections from the
fourth to the twentieth inclusive come belong all of them
to this. All but the twelfth to this and this alone:
the twelfth belongs applies also to the article of power.
In Sections from the fourth to the fifteenth inclusive
exhibit these expedients in the application
of which the sovereign acts by powers engines of his own
construction. Sections from the sixteenth to the twentieth,
those in represent him as acting by powers of
foreign construction which he presses into his service.
The most eligible and most efficacious method of
combating the mischief resulting from which is the offspring of delinquency,
is by combatting the offence act which is its cause: but
where that is impracticable has been done in vain , it is still something
may be still be done in certain cases by combating
the mischief itself upon its own ground.
Thus stands the relation between the first twenty
sections and section the twenty-first.
