One thing it is proper the reader should be forewarned
of, viz: that of all the expedients which
may here present themselves to his view there is
not any one which I mean in this place to
recommend as fit to be employ'd in any one nation
in particular, much less in all nations
indiscriminately. All I mean to perform do is with respect
to any article [in the list] is The advantages
to be derived from [any every such] expedient will
of course be made appear in stati by stating the purposes
to which it may be applied: but for
giving compleat directions for guarding against the abuses, to which it is
exposed, or for
striking a ballance between its advantages and
its disadvantages this is not the proper place:
it will be rememberd then that the object here is
not to recommend, but simply to propose and
bring to view.
