Of Preventive institutions

They will see nothing but the plain &
obvious result of the disquisitions observations laid down
in at the outset respecting the motives [of actions]
& [their ] consequences. The business is to attack
the evil in it's source: that is in it's cause.
Now the causes of crimes as of all other actions,
are motives:

the circumstances that must concur in the production of a human act:
viz: knowledge, power, & inclination
Legislation consider'd with regard to the means method
taken pursued employ'd for the attainment of the end may be distinguished
into direct or ordinary, and indirect
or transcendent.
Indirect legislation may assist Direct, but can not supersede
it. The one and the other must go hand
in hand. The incidents events which call for the infliction
of punishment may be more rare: but punishment
must always be held up.
