Of Preventive Institutions.
corner of the storehouse of possibilities there is a method
by which, were human sagacity ingenious or industry fortunate
enough to find it out, crimes might be prevented
without the expence of punishment, as others have seemed
to think that national debts might be paid off without
the expence of money. This all powerful institution
must needs be as brilliant in itself as it is rare and
excellent in its effects. It must be something of a cast very
different from, and of a nature incommensurably superior
to, those vulgar expedients by which the same ends
are endeavoured to be compassed in the routine of Legislation.
And as the visionary Physician thought that his
panacea if it were to be found any where was to be
found in gold and diamonds so the speculating Politician
naturally expects that if his preventive recipe is to be
found any where it must be in some institution or
set of institutions which the very instant they are
ushered into an admiring world will be seen to carry
upon the face of them the most evident and illustrious
characters of their intrinsic excellence and Utility.
