who not being able having any other visible fund of
subsistence had not been under the imputation of any
crime. 2. Secondly such as are remained suspected
after acquittal. 3. Persons discharged from Labour-houses
& who could not get any other employment.

They might be trained to military discipline during
Sundays.

Persons People better off in them than in
Labour-houses
The condition of these people would be distinguished
in an advantageous manner from that of convicts in
the labour houses in a multitude of respects.

Constable to know
every body
If the Constable could be made acquainted with every
inhabitant of his Parish it would be of great use in
ascertaining the credit to be given to Informers apprehending
culprits.
