15.

Parishes to be
divided or
consolidated

Where Parishes are very small the same Constable
may serve for two Parishes. Where they are very
large one Parish may be divided for this purpose
into Sub-parishes which may have each a Constable.

16.

Works of
Super-erogation

Let public works be instituted to serve as standing
ponds of employment and sluices to carry take off the occasional surplus
of the stock of labour [disposeable] time the people have to dispose
of: For instance making & repairing roads, cleansing harbours
&c. with other suitable employments for women.

17.

Government to be
quasi-military

Let these workmen be distributed put under into a kind of half
-military command, distributed into companies of
fives - ten , under Corporal, those under Sargeants of 10
on. Some might command by rotation.

18.

Paupers receivable
to bind themselves

Let any man who wants can not get employ in his own
Parish apply to the Church wardens and if the Parish
work is at too great a distance for him to repair
to it without assistance let them be obliged to prov
defray his travelling charges

19.

— to serve for a
term limited.

Upon receipt of such travelling charges let him be obliged
to enlist himself in some working party for a
time certain: and that a man may not to prevent
fickleness and imposition upon the Parishes, let this
time be not less than a week or fortnight, or even
a month according to the sum supplied. If he quits
his work before his time is out let him be punished
as for desertion.
