The proper direction
for it to assume

of utility.

Now the direction which in which it ought
to be made to act in order to promote the views
of the legislator is upon the principle of utility a
mighty simple point and very easy to determine
As a sanction it is This like every any other sanction is made up of re punishments
and rewards: the punishments of held up by it ought to be
annexed to such acts and such only of which
the tendency is mischievous to society: the rewards

tendency is beneficial. In neither case ought it in any simple minutest to
have any other direction, no not in any single any the minutest
instance, than what the legislator himself would
give to that sanction which is more peculiarly his
