Evils — where the persuasion
is as yet
unformed, are
1. a chance of
the evils produced
in the other case
2. the enfeebling
of man's intellectual
faculties

The only remaining case is that which those persons
are in who at the time when the penalty is first held
up to them have not as yet formed any decided opinion
about the matter. Upon Over their opinions
there is a possibility that coercive methods may really
exert some influence. Having something to fear seeing nothing but danger in
the event of their embracing one side of the question
and nothing on the other, they will naturally regard
the arguments of which whereof the tendency is to dispose them
to state believe embrace that side of the controversy
which if embraced will make them suffer with a
degree of jealousy and aversion with which they will
not be disposed to view the opposite side. This
difference with regard to the sentiments annexed to accompanying
the respective arguments come accompanied may produce some difference
with regard to the reception given to those
arguments and the impressions which they are
respectively permitted to make: and by these means
it may happen that a man may be brought
to believe or rather not to disbelieve a proposition
which had his inclinations been left free he might
