The religious sanction
is would be more likely

There are two cases in purposes for which the force power of the
religious sanction as so as it if it can be applied, might
be employ'd with particular advantage: the one is
to correct the errors of the moral sanction in the
[few] cases in which the dictates of the latter are action of the latter is apt
apt to disagree with the dictates of utility to deviate from the line of utility : the
other is to procure that information supply that knowledge concerning matters of fact without which
neither the power of the political sanction nor that of the
moral can be brought to act. Were the political
magistrate as sure of being informed of the author of every offence
that happens to be committed as up when informed
he is of being able to punish it, the he need not
wish for the aid of any foreign sanction: his own
internal resources would be sufficient for his wants.
The coercive force of the religious sanction though in point of its
direction it should be perfectly conformable to
that of his own, would rather perplex than forward
his operations. [For] though it were to was prohibited
every thing he that he would wish to have prohibited and nothing but what else:
be prohibited to command every thing that he
comman would wish to have commanded and nothing
else put in another way it
might rather impede
his views than promote
