<p>But this supposition is but an ideal one. Where
an offence seems as if it might be committed
without leaving any traces behind it and without confessions, there the political
and moral sanctions are equally impotent inefficacious .
where an offence has been committed not without
witnesses and but the moral sanction or some
other force withholds them from making discovery,
and any reward that would be applied by the
political sanction would be either too expensive
or unavailing, the power of the religious sanction is
then the sole resource. In this latter case all that
is wanted of it is to denounce find testimony against the offender
and so deliver him into the hands of human
justice: in the former it is necessary it should
do the whole business of itself: and supply the deficiency want
not only of evidence witnesses but of judges and
executioners. In the former case the purpose it is wanted for
it is to influence after the offense committed to
work upon those who have it in their power to
make discovery (a) : in the latter case it is wanted
before any the offence committed, to influence the
conduct of any person who happens to be stand
exposed to the temptation of committing it.
