The force of this
sanction will be
either not subject at the

any human power

disposal of the
legislator: or 3.
at the sole disposal
of a foreign
power over whom
he has no influence:
or 3. of
a power over which
he has an influence.
To form the clearer judgment To judge the better concerning the advantage
the mag legislator may find in augmenting the augmentation
of the force of the religious sanction there
are three cases which must require to be distinguished. In the
application of this force the case will be either that
