Another and very forcible lesson of benevolence
is given by the legislator sovereign when he uses the language
of affection in addressing himself to his
people. When a Prince or those who hold the
pen for him is really animated by this sentiment,
the marks of it will naturally be from
time to time be shewing themselves in the stile tener will appear without
affectation in the
tener of his laws
