What part of the
management of the
political sanction
is peculiar to
indirect legislation
We now come to the fourth branch of the
expedients that apply to the inclination: the management
of the force of the political sanction. Now the ordinary
and most obvious method of applying that force
is to prohibit the [offence] very act which is obnoxious act at once
and as a means of in enforcing the prohibition, to punish
it . the very act which is obnoxious happens to appear obnoxious. and that without
regard to any other.
But this is the business of direct and ordinary
legislation. To the province of ordinary
legislation may be management of the force of
the political sanction in the way of indirect
legislation may be attributed referred every thing else that
can be done by the legislator without making
any special use of the principle of benevolence or of any of
the other sanctions

in question by the management of the single force
of the political sanction may be reduced referred to the
following heads: viz.
