5. Against Perjury

5. By facilitating the recognition of persons delinquents
convicted of offences affecting impairing their character
in point of credibility, such as Perjury, and
wilful and calumnacious defamation, it would be
of use against Perjury, partly by deterring men
from committing that offence, and partly by
putting the officers of justice upon their guard
against it if committed, and thereby preventing
it from being the mischief intended proposed by it from
taking place. In the former shape it applies
to the article of inclination , to diminishing in the latter to that of power.
