Wards, Wives absconding
on dispersed
circulated all over the country, according to a regular settled
plan of distribution. In particular they should be
sent to seaports and to frontier towns. (a) In England when offenders break out of jail, or soldiers desert,
long verbal descriptions of their persons are commonly inserted in the
newspapers. By the addition of the profile, such descriptions might at
any rate be render'd infinitely more instructive: perhaps even curtailed.

Expedient 4
Distinction of
dress
A fourth expedient of similar but inferior efficacy
to the foregoing ones is that of requiring distinctions
to be observed in the article of dress by persons of
different conditions. Thus the female sex is almost
every distinguished from the male. In Mahometan
countries the descendents of the prophet are
distinguished from the rest of his followers by green
turbans. In Japan every man bears the mark
of his name upon his garment. See Phil. Trans:ns for
1780 P.I.
This comes nearer the point
in question. In various parts of Europe, convicts
under sentence of confinement are distinguished from
the body of the people by various marks. [Galley-
slaves] in France by a peculiar habit: [convicts]
in some places by an iron hook upon their caps: Howard
in others by a slieve of a peculiar colour. But
a mark which upon occasion can be removed, even
though it should distinguish the individual as well
as the class, is comparatively but of little efficacy.
