5. Other Expedients referable
to the head
of police —
viz:
Institutions of the nature of those of which we
have been speaking seem to come under the
head of regulations belonging to that which we
ventured to characterize by the name of term the phthano paranomic
branches of the police: to wit that is , regulations
belonging to that branch of the police to which
I have ventured to give the appellation of
phthano-paranomic crime-preventing.
6 6 5 . The expedients which come under the
ordinary Sphere of the business operations of the police may
principally be referred principally to one or other
of the following heads.

1. Clearing
lurking places
5. Lighting, in towns the streets at night in the towns
and the neighbourhood of towns. Of a piece of Parallel
with this has been that of cutting woods that which
in the neighbourhood of great roads. The same
idea might be applied to the altering the face
of the country in any other respects in which
it was calculated to afford shelter to malefacters
against detection or pursuit; where for example
the road was borderd by precipices or morasses
The offences against which the efficacy of
this set of expedients is directed are principally
as follows: 1. offences against person: particularly
simple
