qualifications for
offices.

25. Provisions concerning regulating the pecuniary and other qualifications of persons
invested with public trust: such as those requiring
them to be possessed of a certain fortune, to be
of a certain rank, to be married, male or female,
married or single have had a certain education.

powers shall be entrusted
These apply against the to breaches and abuses
of public trusts; and more indirectly to political
defamation, political vilification, political tumults and
rebellion.

the proceedings
of administration

state, in all cases in which no particular reason can
be assigned why secrecy should be observed: The
