every fair bargain exchange that is made both parties, if it be a fair
one must be gainers Condillac: Otherwise both parties would
have been acting without a motive. The like
may be said even of that particular bargain
which consists in the buying of future indemnity
with present money: I mean so long as the
contingency which is to form the gain on one side and loss on the other continues undetermined. But in this traff species
of traffic it has been found that the turn of the
scale is in favour of the underwriter and that
more is paid to underwriters [taking the whole body
of them together within a given time] in the way of premium than
is received from them in the way of re-imbursement.
This difference then is so much clear
gain to the sum of our national wealth: and
if as much as the public force of the enemy is recruitable capable of receiving a
recruit from so much of his trade as owes its existence
solely to the indemnity thus sold, our
own public force is capable of receiving a proportionable
recruit from so much of our own national
wealth as is gained to the nation by the sale
of such indemnity. The clear profit thus made by us
may be considerd as a tax levied upon the enemy:
nor is it renderd the less beneficial to us from being convenient
to them.
