Statesmen should
not be made
gainers by a
war
If a stateman who has the power of
contributing to promote the commencement or
continuance, or to impede the conclusion or prevention,
of a war, has an office the emoluments
of which are greater in time of peace
war than in time of peace, he has an interest
given him in makin putting his power
to that pernicious use. If such emoluments
run on in proportion to the expenditure, he it
has is his made his interest not only that war
should subsist but that it should be prodigally
carried on. The inverse ratio would be th
more proper. Refer to Ch [Physical
