§ 4 Non-seducing

being liable to go wrong, it should be the care of government
to instruct them and set them right.
In this view the following are the tasks which the
legislator should perform. Acknowledging Establishing Recognizing the truth
of the rule in general, he should give a list of the exceptions.
He should moreover shew the reason which
there is for the exceptions as well as for the rule. It
would then appear, that they both depended on the same
principle, that of utility; that there was as much reason
for this one as for the others: and the reasons in favour
of the exceptions did but confirm the sacredness of the rule [ever so many reasons why the rule
should be sacred] [in the cases not excepted] in all
other cases that did not fall within them
Objection in point
of benevolence answer'd
As to benevolence, the any objections that are made on
this score can proceed, as hath been observed only
from inattention. It is contrary to the dictates of benevolence:
true: but to that benevolence only, which
is of the most confined pattern acts upon the narrowest scale : to the dictates of enlarged
benevolence it is conformable. The benevolence to which It is repugnant to the
dictates of that benevolence is that which is confined to an
individual: to a minute & almost imperceptible part of the society; to an
individual: it is conformable to the dictates of that
benevolence which embraces the interests welfare happiness of the whole.
Here as in so many other cases the forces force of the benevolent
affection are is divided within themselves itself : and the measure
objected to takes part with the majority. If
