The ideas which men have had in mind
when in speaking of civilization and other terms
of kindred import have not always been very explicit.
What they have understood by it has
been that some how or other a good effect change has
been produced upon the manners of the people,
for the better but they have not understood how. what change. Arts polish
manners: yes, cry others, but a certain degree of
roughness is to their advantage. Arts polish soften
manners: yes, but they may render them too soft. Arts
refine manners: yes, but it would be better if they
were a little coarser.
The pleasant part of the story pleasantest case is where
the same person who praises civilization,
condemns luxury, meaning by luxury, or rather
endeavouring to mean fancying he means something different from
excess.
