Indirect Legislation

Diverting

§. Diverting the current of the desires

In Education, diverting
the minds of youth from
criminal pursuits

It is the part of direct and indirect legislation to combat
such desires as are pernicious, by means of prohibitions and penalties
levelled at the pernicious practices to which those desires give birth to. It is one part of indirect legislation
to undermine the
influence of such desires
by giving support and
nourishment to the less
dangerous desires which
are their rivals: [to divert
the current of the desires from
objects in the pursuit of which
men are more apt to be
led into the track of delinquency,
to other objects which
are less liable to in danger oflead them
into that track.]

Under this head two things will come of course
to be considerd. 1. what the occupations pursuits pursuits or
modes of living are from which it would be of use
that the current of the desires should be diverted:
2. wh by what means in each case that object purpose
may be attained. To the former question we may
answer. 1. vin vengeance The love of [malevolence or] vengeance . the gratification of the malevolent
affections. 2. drunkenness the love of intoxication . 3. the love of idleness or indolence
or idleness. In answer To the latter question a 2.promoting civilization. perfe bringing to
perfection the remedial
branch of the law.
[we may assign] the
following expedients may be assigned.
4 3 . promoting encouraging games and pastimes & other such innocent amusements . 4 3. avoiding
to force men into inaction. 4 5 . encouraging the consumption
of uninebriating liquors in preference to
such as are inebriating. 4. avoiding to force men
into inaction.

It may seem here To Some readers might have may it may
perhaps be surprised a matter of surprise to see the catalogue of vitious
propensities so small. But of our the passions the
very same thing may be said as of passions poisons ; that
mischievous as they may all be when applied in
a certain manner, there are few indeed which
are simply deleterious, and with regard to which
instead of directing their application it behooves us
to
