Indirect Legislation

Diverting

Under a regular government, the necessity of vengeance
is superseded by legal redress, and the gratification irregularities of
it are is repressed by punishment. The liberty of indo
dominion of indolence is also narrow'd: but that the power of
incitements to drunkenness may however be as strong as ever. The less
A nation of savages and a nation of hunters are convertible
expressions. The life of the hunter affords
long intervals of leisure. So does that of the fisherman,
where provided the means of preserving that species of food
are in practise; which indeed seems to be almost
every where the case. In a civilized state of
society the bulk of the community mass of the people
is composed of
husbandmen & manufacturers.
But In the life of the husbandman
and the manufacturer the intervals of leisure
are but short: not longer than may well be filled up what the functions of
by refreshment and repose may be sufficient to fill up. But [The misfortune
is that Unhappily no fullness of employment excludes drunkenness;
that baneful habit which mixes itself with insinuates itself into the process of
refreshment and encroaches upon the [hours which
should be allotted to] season of repose. Still however
poverty and the consequent necessity of a constant labour
are generally pretty well sufficient to keep within the bounds of
sobriety the class of husbandmen class of husbandmen
as well as of those manufacturers whose manufactures
are of the coarser kind. But those whose
labour bears a high price may afford to make considerable
sacrifices to sloth and drunkenness. As these
then can afford to spare a part of their time for the grati
indulgence of those vices, so may the class of proprie-
-tors
