Indirect Legislation
§ Diverting
In practice, this line of policy has not been
wholly overlooked. It seems In general however
the attention which has been paid to it seems
to have been paid to it rather more in a political
view than a moral: the object has been rather
to render the people submissive to the government,
[than prudent as to themselves, orpeaceable & orderly in their behaviour
to one another] than to enforce the [observance
of the] duties of of private prudence, probity &
benevolence.v. Princ. of Legisl.

In the latter ages of the Rom
Among the Romans, in Juvenal's time the great business of life
was commonly seen understood to be comprized
in two words, panem & Circuses. Lutgers These Circuses were shews spectacles of different kinds which
