The Venetians are commonly thought to have
this policy pretty much in view. The free indulgence
shewn scope given under that jealous government
to every thing that goes by the name of pleasure,
is referred ordinarily to this source
The processions and other religious exhibitions
so frequent in many Catholic countries, are
thought to answer in some measure the purpose
of the Roman Circuses.
All these constitutions habits & institutions have been
consider'd by political writers, to use the language of the proverb as so many tubs
thrown to the whale. This effect though though it should even
when not consider'd not have been consider'd at the sam in their establishedment, may have recommended them once they
when once established.
