Indirect Legislation
§ Diverting
hands during this sacred day every species of refined intellectual
or rational or other refined entertainment, the promoters of
this bill flatter themselves they have provided
against "the corruption of good morals": Pre § 1. Preamble.
which if
good morals consists in drinking or in idleness doing nothing
they certainly have done.
In Parliamentary
language we often hear speak of the principle of
a bill: the principle of this bill is the principle
of asceticism. The professed as well as intended effect of this act was
to prevent the people from amusing themselves having any 'amusement' on
this sacred day: other effects which though certainly
far enough from being intended are not the less
probable
of scripture on a sunday, which the explaining same
occupation when employment if performed carried on on any other
day is left on the same footing as before, is foreign
to the present purpose.
