The provision therefore which is made almost
every where in some shape or other for the
relief of the sick helpless poor is as commonl required enjoined
by policy with a view to the security of the
public, as well as by humanity with a view to the
relief of the individual.
What is Which is the best method of
providing for the sick? in hospitals or at their
own homes? Which is the best method of providing
for the helpless? at their own homes? in
small districts, such as townships hamlets and parishes
or in large districts such as hundreds or counties?
From Upon what funds should the expense be
made to depend? upon contributions which are
termed voluntary, being procured by the no other force
than that of the principle of benevolence, and
that of the moral and religious sanctions? or
upon taxes, imposed by the political? These
and many others that might be suggested are
questions of detail that belong not to the present
subject.
