Indirect Legislation
Satisfying
with respect to certain employments branches of industry which perhaps
were those which they were originally
bred up to, are not so with regard to others
which, with proper instruction, they might be
made to learn. Under this predicament come
the deaf the dumb the blind, the lame, the mutilated.
There are few of these for whom houses of industry
as well as rather than hospitals might not be made to
serve. The deaf can work at any business that
does not require frequent conversation. Those
who have no eyes can hear: those who have no feet
can work at any sedentary employment.
Those who have but one hand can write. Those who
have none can carry a message. In the and other
manufactories employment
is found for children
of four years old.
Whatever
might be gained by persons under any of
these predicaments and is not, is is left not only
to the community, but themselves. Time must be filled
up as well as existence
preserved. Kept alive.
The good things
of this life do not produce half the enjoyment
when they are the wages of idleness, as when
they are the price of labour. industry. [The wages of
idleness are never half so sweet as the reward
of industry.]
