Indirect Legislation
Satisfying
In proposing the making this provision
for the subsistence of persons under the predicaments
in question I have hitherto for simplicity's
sake excluded all alternatives and modifications.
But the business is mainly to take
such precaution as shall b appear to be sufficient
in order to ensure their having an honest livelyhood:
if then that security can be obtained by
any other means, it is sufficient; and the
milder the means, the better, and therefore the
more numerous the alternatives, the better. Will
any body reputable responsible person be a security, to a certain amount
for his good behaviour? will any body such person undertake
to find him employment for a certain time?
Is there any other disciplined course of life which
he would betake himself to in preference; such
as the military or the naval service?
At any rate no man who has been taken
up or examined on suspicion then be it ever
so faint, of a crime of the class in question
should be dismissed untill he has given an been examined
account of touching the manner in which he has subsisted
himself for a certain time preceding, suppose
six months. If honestly, such an enquiry
can not hurt him: if dishonestly it is fit that
provision should
be made accordingly.
