It may occurr perhaps that [crimes of indigence
are not the only crimes for by which] persons
may have been reduced to these suspicious situations
by other crimes than crimes of indigence: by homicide
for instance or rape. But whether the suspicion or punishment
finds a man indigent or makes him
so comes to the same thing. In both cases there
is but one material only question that is material is, is he or is he
not capable of procuring himself an honest maintenance?
