or fraternity of men, that is in plain English
to pay them a certain sum of money. This
last institution is also one of the plagues of
France: as indeed it seems to be more or less
in of most countries in Europe. Institutions of
this kind have also another bad effect: viz.:
the the narrowing the competition
both as to
quality and as to
price: thereby
obliging people rendering causing the work that is
done in the business in question to be worse done
and dearer than it would be if no such restriction
were imposed. [In that this point of view
the absurdity of them has been demonstrated in
a most masterly and convincing manner by

] In this point of view the
prejudice results more immediately to the people
at large in the quality of customers or purchasers
of the goods or labour in question. But the only
point of view in which it comes under the present
head is that in which the prejudice accruing
in the first instance to the people in whom the
restriction is imposed, tying their hands
behind their backs
in the second place to the
people persons at large, in quality of persons exposed
to depredation at the hands of those of who being
debarred from exercising those employments for which
they are best qualified, perhaps the only ones for
which
