Satisfying
IV Expedients for
satisfying at a
cheaper rate the
desires which
lead to delinquency
V. A [fifth] fourth class of expedients belonging to the head
of indirect legislation by the unassisted force of the
political sanction consists of such as are calculated proceed upon
the idea of satisfying to satisfy the [obnoxious] desire, in such manner
as to make it no longer necessary for men to
have recourse to pernicious measures for it's
gratification.
This head of
policy
as far concerns
the desire of subsistence
confined
to the making
provision for
the poor.
It is evident enough that the application of this
principle can not be very extensive. There are
scarce any desires but what are insatiable: if
not in respect of the quantity, at least with respect
to the quality of the object: insatiable by
any means whatsoever; much more less by such
limited means as the funds that can be which are capable of being at
the disposal of the legislator can will afford. It is
for individuals by their own industry to provide
for the gratification of their own desires. Taking the people
in the gross it can
only be
Liberty and protection: Except in any particular
cases these two capital
articles are in general
is all they can want have and
all they can want from government. Liberty, protection, sustenence
these are the the benefits great
articles for which government is debtor to the people.
Protection as much as is
wanted: liberty as much as
consistently with protection can
be granted: Sustenance for such
such only as are unable to procure it for themselves
