Only with regard
to criminals
But these processes effectual as they are, are
rather of the expensive cast: and if put in practise
without distinction upon all mankind, or upon
numerous bodies of mankind, the advantage would be
scarcely worth the purchase. There are only one
class of people upon whom in any case they can it can
be put in practise with advantage: I mean
convicted criminals: in the case where the pam
quantity of suffering misery which it would be necessary
to expend for this purpose exceeds not the
quantity requisite to be expended for the other
