Indirect Legislation § 9 Power § 4

The power here
meant is power
ab intra

We come now to the consideration of those expedients
of the nature of indirect legislation if any
such there are which combat the obnoxious act them may
be levelled against the [whole of] power of which the agent
may have to perform the act: meaning so much of his power of the power individual apprehended
from

depends upon the state and condition of his own person
the last & only remaining one of the courses which legislation can take to
prevent mischief by combating seeking to prevent the act which is apt to
be the cause of it.
