§ 4 Power
in. Whatever expedients therefore [are calculated to]
facilitiate the discovery and thence the punishment of the criminal design, provided
it be at the time of the attempt, are calculated
thereby to weaken or destroy the power of
effecting it. But the same expedients

apply also to the inclination.
