§4 Power

To prevent the importation of Popish bulls
through any other channel than that of the sovereign was
an object of more serious importance: especially
as it still is if imported through
any other channel than
that of the sovereign, &
if
where the persuasion either of the
magistracy or of the body of the people is such
as to dictates a regard to them. If in any article the claims of
that spiritual sovereign are at variance
with those of the temporal sovereign, to import
a Popish bull is to import like importing the ordinance of a
pretender to the throne. Even Lewis 14 th , with
all his piety, would admitt suffer of no bulls to be being
imported suffer no such importations without a permit from himself. Qu. the authority
