Removing
Tearing down
libels &c

Provisions for defacing tearing down & destroying papers of a libellous, seditious, irreligious or
indecent nature when stuck up in the streets exposed to public view: for
seizing handbills of the same nature in the hands of
the distributors: for seizing prints or other imitative graphical
exhibitions of the like tendency when exposed in shops
to public view. These are All these expedients which belong
obviously enough to theis present head.

servants are forbidden not to wear not only swords,
but canes and sticks. Ordonnance du Lieutenant

In such hands it seems, such
implements it seems were thought more likely to be
used as instruments of mischief than defence.

The same may be said of the provisions
which prohibiting against the im printing, importing, selling
or possessing carrying or keeping any books of which the tendency is
looked upon as pernicious. [Let it be allow'd
that] Grant Take but for granted that the tendency of such or such
a book is pernicious, and the propriety of such
