Indirect Legislation

§ Knowledge

the subject has been passed by unexplored

What I propose to myself in the present section
then is to make out three points: 1. that the spread abundance
of knowledge in a community is not mischievous upon the whole;
crimes of ignorance ingenuity being in the main
not so bad as crimes of ignorance: 2ly that
to diminish the quantum of it in a community
would to any useful purpose be impracticable to any useful
purpose: 3dly that on the contrary the most effectual
way of combating the mischief that might
result from the quantity of it which there happens
to be already, is to encrease it. add to that quantity.
