Indirect Legislation
Knowledge
2. To diminish the quantum of knowledge in
a community would to any useful purpose be impracticable.
Were the mass of mankind divided into two uncommunicating
casts, the one consisting of those who are
exposed to injury, the other of those who are exposed
to temptation the indiscriminate dissemination of all
knowledge if it included all kinds of knowledge, mischievous
as well as salutary among the latter cast
might then be prejudicial. As it is the case is
otherwise. On the one hand in earth as well as
in paradise the knowledge of good and the knowledge
of evil are fruits which grow on the same tree out of the same stock . On the other
hand the innocent and the wicked differ from one
another by trades which are frequently indistinguishable: and
the same man who is liable to act in the one
capacity to day is lia tomorrow liable to suffer
in the other. In the daubings of made by cal superstitious
fancy or political altercation vulgar prejudice we see but two colours
jet-black and milk-white: but in pictures
of real life every conceivable variety of intermediate
colours is discernible.
