Indirect Legislation
§ Knowledge
It may seem that all this reserve about
recipes which are advertised every day in the
newspapers are is unnecessary enough: but as
the publication of them would be against
what I understand to be the general opinion,
I choose rather to be on the safer side.
The covering it may well be thought can not
be a very thick effectual one, since the purpose of the
advertised would could not be answer'd if the common
run of both sexes were not able pierce through
it. Secrecy however is so far observed that no
one can obtain the recipe without paying for
it: and of those who pay for it, no one has
any interest in divulging it on any other terms.
I mention these circumstances that having thus
freely given my opinion, government if it
should not approve of that opinion, may take
its measures accordingly, men and prohibit
the mention of such advertisements. the communication of any such intelligence. At present
there is no statute law that re about the matter:
and they are equally out of the reach of
the common law, unless arguably to the genius of
that law, a rule an ex post facto rule proposition
were fabricated for the purpose. It is under
the apprehension, I suppose, of some such man-
