Dividing power into divers branches

All division of power are refinements suggested by
experience. The most obvious plan of government political society silence of power is that
which places it in the hands of a single person. You
command obey is a compact of which the terms are
soon settled when the person who is to govern is but
one. It is the first that is likely to occur, and to
uncultivated minds the only one. We know where
it is that one man's serving two masters is has been
pronounced to be impossible. When the King of Siam
was told of a state in which the government was aristocratical,
he burst out a laughing at the absurdity.
Accordingly In the East the fabric of government retains its
structure to the present day, being the
monarchical power descending without division through in every stage from the highest to the
lowest, from the mogul to the .Havildar.

It will hardly be expected that I
should enter into engage in the question concerning the
different branches into which the power of government
is capable of being divided, much less which
of all these possible divisions is the most eligible.
