of the remedy, it proved frequently ineffectual.
The want of a permanent arrangement of this
sort is one of the most obvious causes of the continual
revolutions to which the Mahometan states
are and ever have been subject: and there can
not be a stronger proof of the very low state condition of
the human faculties among those barbarous people.
If a modern among the European
modern nations of civilized nations of modern Europe
there be any instances in which this policy
expedient can be requisite as a preservative against revolt
those of the Spanish governments in the South America
and those of the European governments in the East
Indies especially the British seem to be of the number:
but as a preservative against the other inferior
evils dangers it may be of use any where.
In the history of modern Europe Under the firm and settled constitutions governments of modern
day Europe Christendom , the revolt rebellion of a governor is an event
hardly to be met with: the revolutions defections revolts that have
taken place or have been attempted have originated in
a nobler source the affections of the people.

under Peter the Great is I believe the only instance I can recollect [to be met
with] within the two last centuries: and even that under
an empire which at that time of day had scarcely
put off its Asiatic character.
