is vested in the body itself: unless in
very extraordinary cases in general the vis inertia of habit will
prevent such right from being exercised, and
strangers apprehending this will have little encouragement see little prospect encouragement
to offer themselves as become candidates.
Should those who are discarded be ineligible for a
time only or for every? If for a time only, it is apt to become
a matter of course to re-elect them as
soon as the time is expired, and the circle though
wider than it would spirit of confederation still
subsists: if for ever, the society at large community may be
