Establishing the liberty of the press
In the multitude of councillors there is safety. So
says the proverb and so says common sense Hear
what every body says On any occasion whatsoever
hear what any body has to say: you may be the
better, and you can not be the worse. I take for Of course
granted that they are it is to be heard I suppose it done at such a time
and in such as way as not to interfere that the hearing with the
necessary degree of dispatch [that is necessary for the occasion.]
This will [at least] at any rate be the case with regard to
such at least as are not heard till the thing is
done. This will be of no use with regard to the individual
measure if it be a measure of administration:
but at any rate it may be of use with regard
to measures of legislation, and with regard to all such
measures of administration as may come to do again.
Shall this advice be given in private
to the author of minister by whom the measure is taken and to
none but him? or rather shall it not rather be
given in public in the face of the whole world?
In the former case, if the advice is not taken by
him it is lost to every body: in the latter case
it may be not profited made use of by others, even most in the
p state
