Legislation canvassed
If the sovereign will not permit acts of
administration to be canvassed, at least might he allow
that liberty with regard to legislation. He might
be content to assume infallibility to himself without
extending it to his predecessors. If this is too much he still
to ask of him he might however permit allow that liberty with regard to [give a rein the reins to
on matters] points which no sovereign
has touched with his sceptre, and which rest
upon no firmer foundation than that of the usage
or supposed usage of the judicial power.
